I don't think VMOs score very high on AT&T's service, and I suspect where you land, ie what priority you get on their towers, depends on what you pay. If I had to guess, priority is AT&T customers, AT&T prepaid customers, Cricket customers (AT&T wholly owned pre-paid subsidiary), and finally VMOs.
