The image features a black background with white text centered in the middle. The text is in a bold, sans-serif font and reads: "Isn't it weird that Star Trek goes where no one has ever gone before and they always find someone there." The text is arranged in five lines, with each line centered and evenly spaced. The overall design is simple and straightforward, with no additional images or graphics present.

As you surely know (but someone else may not), it was "no man has gone before" in the original series. It was replaced with "one" in the 1980s as a stand-in for "human of any gender, or sex".

Further, they're doing diplomatic missions. Of course they're going to be finding people. If they'd be just interested in colonisation, Enterprise would look a lot different.

Sorry, but the full quote is:

"Space: the final frontier. These are the voyages of the starship Enterprise. Its five-year mission: to explore strange new worlds; to seek out new life and new civilizations; to boldly go where no man has gone before!"

Their mission was literally to go where others already are, just no humans. Your take is a prime example of Fake News, by taking a part of a quote out of context.

Plain and simple: No.
And to be specific, no one from earth and later from the UFP.
