Hmm, missiles are usually manufactured for a certain purpose, meaning they have certain launch requirements and need certain guidance, either by a seeker head for infrared, radar or by giving coordinates.

Neither protesters nor neighbourhoods are usually equipped with hot exhausts, nor are they emitting strong radar signals. So what exactly do they want to use that doesn't flatten a whole district and can be operated by a dropout who was too lazy to either read the manual or listen to the instructions?
