I believe the word “seemed” was a typo for “deemed”
The Dept. of Education deemed a number of professions to be no longer professional… meaning they will not have access to low interest loans which likely means far fewer people will study to take those positions.
A lot of them are nursing and education positions, which is going to put an even greater strain on our healthcare systems and our education system.
As well as, the aforementioned fact that many of them are "mandatory reporting positions" which will probably mean fewer reports of child abuse.
